Quota will not solve the problem. there are thousand other ways that can help these ppl to come to the main stream. Quota is not a long term solution, but better facilities and sources will surely be.

Demanding for or giving quota is a discrimination in itself. it will not bridge the racism but will widen the differences. I live in a country where quota politics rules and we have gone through many experiences. Quota is to end the chances for the more eligible candidates who are devoid of the opportunity coz some one have quota takes their opportunity away.
