No way! We can’t blame the herdsman for the stupidity of his herd.

The temple authorities can’t keep a check on this foolish behavior of pilgrims, even if they wished to. It is upto the pilgrims to use their brains in such situations.

Instead of panicking, they should keep their cool and try to get a clear picture...before behaving like scared sheeps and killing each other.

There is no doubt that the temple authorities are responsible for the tragedy. On a particularly rush day they should have let smaller batches to climb at once maintaining safe distance between one batch and the other. The full blame lies with the temple authorities.

No way the people can be blamed for their own death. I am not convinced by some of the arguments here. Yes, the shepherd has to be blamed if he cannot keep the herd in control. But the stampede was caused by a rumour because there were humans involved and not animals. And how would you explain the snapping of the railing protecting the people from the cliff?
