No way the people can be blamed for their own death. I am not convinced by some of the arguments here. Yes, the shepherd has to be blamed if he cannot keep the herd in control. But the stampede was caused by a rumour because there were humans involved and not animals. And how would you explain the snapping of the railing protecting the people from the cliff?]]></description>
