Some leaders might be serious enough about the desperate state of affairs but can do nothing about it until the diverse views and interests are made to agree.]]> The sincerity has to eventually flow from the voting constituencies. it is the general populace that is still uninformed, uneducated, and in some cases, downright callous to the whole environmental debate. Leaders can be sincere only to the extent that the public backs them. True enough, they can set targets and like, but the eventual push has to come from the people.
