Should rapes by children be registered as a sex offense?

In the last five years, UK is rocked by the child rape cases. Police in Scotland have brought almost 500 rape charges against children and teenagers under the age of 18. In 2007/8 alone, police or courts dealt with 2,088 sexual offences by under 18s, including 244 cases involving pre-teenage children. There are cases like Colyn Evans who was accused of six sexually-related offences between the ages of 10 to 16 but was never registered as a sex offender. Do you think children be registered as sex offenders or there is a need to set the age after which they’ll be considered offenders?

Of course these should be registered as sex offense, particularly in a country like UK and US where teenage sex is increasing. We can't assume that these children are unaware of the consequences of the acts they have done.

If rapes by children are to be registered as an offense then all other crimes done by children in ignorance should also be registered as offense. It can never be a solution to the problem.

Rape incidences in UK and US are bound to increase. It's the result of their life style. The parents are not giving time to their children. That's why they are not getting the values. Whether to consider it as an offense or not depends upon their judiciary. But I think it wouldn't be the permanent solution. We should address the social causes behind this problem.

Its rather shocking to hear that children can commit rape ! But in countries like US and UK we cannot say that a child below 18 years is ignorant of his crime when he/she is committing it. They should be some sutiable penalty for them. Counselling is a must.

Children are not ignorant of the this crime even in the countries like India but children in India get the value oriented education which stops the children from committing such crimes.

Agree, it should be registered but sealed for court and therapy use only. How can you know if a child did it once or ten times if it is not registered?

Children live what they learn, and they are learning this from their parents or because of neglect by parents. The parents should be the ones charged with the crime.

Yes, it's the result of changing values in the western societies. Parents don't care for their children and don't impart them the basic values of a human being.

Agree, it should be registered.
And the offenders should be kept in the juvenile prison for a certain period.. If not, more children will be tempted to do it.

It is bound to happen in the valueless western societies. The problem can't be cured by sending the children to juvenile prison. They are not the offenders. They are doing what they learn from society. The situation can only be tackled by imparting the children value education and forcing the parents to look after their children properly.
