Is US tax money benefiting Taliban in the name of reconstruction?

U.S. officials confirmed that a GlobalPost special report on the funding of the Taliban last month uncovered a process that has been an open secret in Afghanistan for years among those in international aid organizations.
The report exposed that the Taliban takes a percentage of the billions of dollars in aid from U.S. and other international coalition members that goes to large organizations and their subcontractors for development projects, in exchange for protection in remote areas controlled by the insurgency.
When the money is not paid out, then bridges get blown up, engineers get kidnapped and projects tend to stall, according to sources quoted in the story.

Houston,

We need to keep check on the money spent on the name of aid. Such misuse of money has already proven to be fatal.

i think US should stop interfering in the matters of other countries and let them live they want to. It funds them, and then they go and kill people all over the world. this is insane.

Taliban will still do what they want. If they won't get money from here, they will find another way out.

If US is funding Afghanistan, then it should also keep check on where those funds are used. Its not that difficult with their army already present in that area.

I don't think Taliban is using US funds. There are getting money from the arabian countries mostly.

The report is obviously fake.
Whoever concocted it obviously doesn’t know how USAID works. it happens to be one of the most ridiculously layered bureaucracies around where one has to pass through a labyrinth of documents to even get past the first tranche of funds.
Getting your next and second tranche will have you passing through the eye of the needle because you have to OFFICIALLY account for every single cent of the first installment.
Funding is never given in bulk, and they are not fond of projects that do not last at least three years, spread over several tranches. They operate on progressive billing which means that before you can ever get your next funding installment, you have to prove the exact progress you said you could deliver on the preceding fund installment.
Aid groups are tough on DELIVERABLES and DESIRED RESULTS. They hold you accountable for every single KRA (Key Result Area) that you put down on paper in your funding proposal.
There are also such things as feedback mechanism and periodic progress reviews that should be clearly stated and accomplished as per the Timeline component in the funding proposal. Not to mention the many surprise on-site project/program inspections by funding officers. All these are typical NGO bureaucratic stuff.
One speck of suspicion and your funding collapses.
And USAID folks are not to be intimidated. This group is tighter than the World Bank!
