Can Taliban code of conduct win hearts and minds of civilians?

Taliban fighters have been issued with a code of conduct booklet on how to be a good holy warrior. It reveals concern about how its attacks are regarded by civilian, including minority groups. It orders militants not to harm Afghans working for the government and to avoid civilian casualties in the battle for hearts and minds. The guide also tells ‘Mujahedeen’ fighters that they need to be seen as a disciplined force motivated by Islamic principle rather than personal greed or malice.

The Taliban statement is pure propaganda.
As you say View Point, they are concerned about their image in the population, who make up the majority of their casualties.
They have issued this kind of statement before and shall surely do so again.
It couldn’t possibly work of course because the whole idea of a military force being guided by Islamic principles (or Jewish or Catholic or other..) means that those civilians who do not think like they want them too are persecuted.
”Winning hearts and minds” for them means ”Controlling hearts and minds.”

Though it's a pure propaganda but they will surely get people's attention. People hate the US and it's ally forces in Afghanistan. They don't like Taliban and Al-Qaeda but they have no other option than supporting them and such appeals from terrorists will attract more sympathy for them.

Terrorists code of conduct to avoid civilian causalities? Are the heads of US forces in Afghanistan listening this? Why not they take inspiration from the Al-Qaeda?

I’m not sure I understand what you mean here Reza.
Do you mean that you would like the US forces to kill as many civlians as al-Qaida does, which would almost double the number of civilian casualties??

I mean to say that even the terrorists keep humanitarian values but US forces don't.

Taliban and code of conduct. Two contradictory facts. As there is no room for reforms in the codified Islam religion ( though the interpretation is allowed), the Taliban, the terrorists cannot be a model for civil and civic society.

What is meant by ’holy war’? Now that’s something beyond my comprehension. It all boils down to whether you kill or you don’t. Nothing in between. Its rather amusing to know that they need a ’code of conduct booklet’ to learn the ABCs of humanity.
